This error is almost always present on aarch64 virtual pods after deploying SEBA and AT&T Workflow charts.

There is a timeout value for loading the defintions, which has been increased significantly in this commit:

However, the problem seems to be elsewhere, it might be related to failed tosca-loader jobs as described by IEC-17.

By comparison, on aarch64 baremetal deploys the xos-gui is much more responsive, and the models are loaded, although I've remember I've noticed this error while the tosca-loader pods were still running (e.g. att-workflow-tosca-loader)
