[REC-23] Create initial structure for CD testrunner

Create initial directory structure for https://gerrit.akraino.org/r/#/admin/projects/ta/cloudtaf including locations for the CD testrunner and target locations for developers to upload their tests.

Considerations:

CD tests for Telco Appliance should be in ta/cloudtaf
CI tests for Telco Appliance might be in ta/cloudtaf or the individual sub-project repos. More discussion is needed on that point so for now just consider that the directory structure of cloudtaf may or may not need to include separate locations for CD and CI tests
CI testrunner may share code with CD testrunner, or it might not. This task is part of the CD testrunner development, but just keep the idea of a CI testrunner in the back of your head
CD tests that are specific to REC (i.e. related to the RIC or related to how we customize TA to support the RIC) belong in the REC repo https://gerrit.akraino.org/r/#/admin/projects/rec if they don't apply to all TA blueprints. The TA CD testrunner should support running different add-on test suites for different blueprints (such as REC) that are based on shared TA base
