[PORTAL-15] Show/Hide Dead & Zombie POD's

1) Create a GUI control on the POD page to hide or reveal POD's in a DEAD or ZOMBIE state in the Regional Controller.

2) Throw an error message if a user trys to decommission a POD that is in a DEAD or ZOMBIE state, as it is already in a "removed" state technically and is only shown for historical purposes, and eventually to allow for log viewing.
