Create User to access logical cloud

Completing those tasks is all that is left so closing this particular story since it's only a wrapper at this point.</p> <p>Having a User "created" to access logical cloud requires the following:</p> <ul> <li>The logical cloud itself, instantiated across specified clusters, associated with a particular namespace name in each of those clusters</li> <li>The user's private key (used to sign any CSRs) associated with the logical cloud</li> <li>N signed certificates, each signed by the CA respective to each cluster of the logical cloud. </li> <li>With all of the above, a kubeconfig per logical-cloud/cluster pair can be generated.</li> </ul> <p> </p> <p>Based on the requirements above, this task is now blocked until <a href="https://jira.akraino.org/browse/ICN-411" title="Implement dcm certificate approval" class="issue-link" data-issue-key="ICN-411"><del>ICN-411</del></a>, <a href="https://jira.akraino.org/browse/ICN-422" title="Initial work on rsync certificate approval" class="issue-link" data-issue-key="ICN-422"><del>ICN-422</del></a> and <a href="https://jira.akraino.org/browse/ICN-418" title="Generate kubeconfigs for logical cloud" class="issue-link" data-issue-key="ICN-418"><del>ICN-418</del></a> are implemented.
