 Description   

This is sort of a prerequisite of ICN-441. First have to be able to deploy monitors. Then have to figure out will they work across multi namespaces (logical clouds have their own namespace) before I can do implement anything to do with the csr monitor controller.

Reduced to 1 SP. Learned how to deploy and modified CSR monitor files to not use namespace.
