Patchset https://gerrit.onap.org/r/c/multicloud/k8s/+/110641/4 now contains this change. Logical Cloud's private key is now stored in MongoDB in DCM. Later, once signed certificate for logical cloud user is issued and returned by k8s/rsync, that, too, will be stored in MongoDB.

After more investigation, there is no need to store the key in etcd. It should remain local to DCM (MongoDB). It will be used to return the final kubeconfig to the user. So, re-scoping story to reflect this.
