Reimplement quota field parsing so we can have resource fields that contain special characters. Right now, if there are any, they will be stored incorrectly in the database and thus the resourcequota will be invalid. |

After all experimentation with Go, eventually made the simple enough change to use a map[string]string instead of a struct for unmarshalling the quota spec json. |
