Provide arm64 (aarch64) images for validation tools

    Description

      sonobuoy (and maybe other tools we will be using) do not have arm64 images for all the containers it tries to spawn.

      We should make such images available, preferably using manifests on dockerhub, so they can be consumed by validation tools on arm64.
