Create verify and merge jobs for ta/cloudtaf repo

There is a new repo ta/cloudtaf in Akraino Gerrit that would need verify and merge jobs.
This repo contains integration tests for TA.

It produces a python package (not RPM) and the package is not installed in TA build.
Similarly to other components it has unit tests that are executed with tox.

The verify job should run for every patch set and run tox and test the packaging.

For the merge job we'll need a new location in artifactory to upload the python package.
