Decommission POD

Allows the user to decommission a running POD, returning the POD to a state where the inventory in the particular edge site could be used again for a future POD deployment.

This is particularly useful for testing and validation efforts as it will allow the cleaning-up of deployed POD environments for testing of other blueprints that match the same hardware profile.
