Add SRIOV operator , policy and network

Remove the old code for adding SRIOV inside Akraino, and use the new manifests that we are providing into flexran-manifests, to properly configure it.
As we are testing with vms, we don't have real cards that support sriov, so placeholders need to be put on place for the sample site.
