Make the API documentation

      A document containing the IEC APIs has to be added to the repo. The content should follow the the documentation guidelines from here https://wiki.akraino.org/display/AK/IEC+API+Document and linked in the wiki.

      For Release 1 there are no APIs available in IEC, but we expect APIs for IEC type 4. Therefore the documentation for Release 1 should be just a stub.
