Resolve issues with Network Policies update

Summary

As Pod watcher has been implemented and network policies are being updated now, it turned out that the 'update' action is executed few times for a pod which creates unnecessary overhead. This should be investigated and solved.

Definition of Done

Polices should be update just once during pod creation. Code pushed to gerrit.
