Add subresource-level order/dependency logic

This is a minimal task so setting SP=0 but tracking it nevertheless.

Just like with resources, subresources need to have order and dependency defined when adding them to the appcontext. Add this to DCM during logical cloud creation (trivial since approval CSR subresource is by itself).
